"Ready on day one?" - How about ready in time for primaries?

Hillary Clinton's presidential campaign failed to file a full slate of convention delegate candidates for Pennsylvania's April 22 primary despite a deadline extension. That's a full 10% of delegates she could be missing in a time when every one of them seems to count so much... if they are from the right states, of course.
