Pork, pork, pork



Greg Reynolds of Instapundit reports on the failure of yet another attempt for Congress to self-govern itself in the face of tasty pork.

My question is: How does one implement term limits for Senators / Congressional Representatives of a particular state / district?

The motivation for my question is for implementing pork reform from a different level of government. Would it not be possible to use the same methods used in implementing term limits at the state level for federal office to similarly restrict Senators / Congressional Representatives from adding "appropriations" to any bill proposed in the U.S. Congress?

Or at least to require a Senator or Representative to publicly report the pork that they proposed and got added?

If it is possible, then we really need to focus on one state. Which one?
