Maybe. Remember, there was this little thing called the Great Chicago Heat Wave in 1995 that resulted in a 1,000+ deaths over the course of 4 days in Chicago, IL alone. Unfortunately, for the victims, there was absolutely zilch of a response from the federal government, even though the local government was clearly caught flat-footed.

Where was the Heat Wave Commission in the aftermath, Senator Clinton?
